Mordor Intelligence’s June 2026 analysis frames the global context: the desalination equipment market grows from USD 3.8 billion in 2025 to USD 9.2 billion by 2035 at a 9.18% CAGR, and China’s share is expected to climb from about 28% to 42% over the action plan period. The compressed four-year procurement window is what makes China different — the same total dollars spread over a decade would be business as usual; concentrated into four years, they create both opportunity and genuine supply competition.
What the Instrumentation Numbers Say
Desalination instrumentation — conductivity meters, pH electrodes, turbidity testers, salinity sensors, dissolved oxygen transmitters, RO system controllers, multi-parameter monitoring systems — typically runs 8–12% of total plant capital expenditure. Apply that ratio to the USD 31–52 billion commitment and the addressable instrumentation market lands at USD 2.5–6.2 billion over 2026–2030.
Within that total, the online water quality monitoring segment is compounding fastest, at a CAGR of 8.6% from 2026 to 2030 — outpacing the broader desalination equipment market — because continuous discharge monitoring is increasingly mandated and real-time membrane protection pays for itself operationally. Density is rising too: a modern 10,000 m³/day desalination train now carries 12–18 online measurement points versus 6–8 a decade ago, a 100–125% increase in instrumentation density driven by tighter performance requirements.

What Buyers Should Do Differently
For water utilities and EPC contractors procuring under this program, five practices separate the smooth projects from the bottlenecked ones:
- Framework procurement agreements. Multi-year supply agreements lock pricing and align deliveries with construction schedules. The demand peak hits in 2027–2028; waiting until then to shop means queueing.
- Platform standardization. One instrument platform across multiple projects cuts spare parts complexity, simplifies operator training, and typically earns 15–25% volume pricing versus project-by-project buying.
- Total cost of ownership focus. Judge on lifecycle cost — calibration, maintenance, electrode replacement, support availability — not initial price.
